VIP MP: United Russia Pushes a Spoiled Rich Kid from Lipetsk into the State Duma

The Anti-Corruption Foundation has released a new investigation into Vladimir Serikov, chairman of the Lipetsk regional legislature and a United Russia candidate for Russia’s State Duma.

Serikov is only 31, but he has already become the youngest regional parliament speaker in Russia. Our investigation shows that his rapid political rise is closely tied to his grandfather, Vladimir Arkhipenko, who has served as a regional lawmaker since 1998 and owns Energia, a major industrial plant in the city of Yelets.

Today, the Serikov family business earns billions of rubles from military contracts. In 2025, Energia sold 22 billion rubles worth of batteries. Its products are used by Russia’s military-industrial complex, including in cruise missiles, Iskander missile systems, and drones.

Meanwhile, we discovered luxury property in Dubai owned by Serikov’s family. In 2022, his father acquired a 106-square-meter apartment in The Palm Tower, worth around 83 million rubles, as well as a 430-square-meter villa worth approximately 100 million rubles.
