The Anti-Corruption Foundation (ACF) has submitted an official statement to European Commission Vice President Kaja Kallas in Brussels. This comes after media reports suggested that the EU’s new sanctions might include a complete ban on issuing tourist visas to Russian citizens.

In our statement, we emphasized the importance of clearly distinguishing between the Russian regime and ordinary citizens. Sanctions, it stressed, should target those truly responsible for war and repression—oligarchs, security officials, propagandists, and other regime accomplices.

In her post, Yulia Navalnaya called the idea of banning tourist visas for Russians a “serious mistake.”

“Vladimir Putin is not all of Russia. Sanctions should hit the system, not ordinary citizens,” she stressed.
