Putin Demands That the ACF Be Designated a Terrorist Organization

22 October 2025

Russia’s Prosecutor General has filed a lawsuit to designate ACF Inc., our U.S.-registered legal entity, as a terrorist organization.

There is little doubt about the outcome: on November 27, we will be officially declared terrorists. Another “badge of honor” in our collection — after foreign agents, undesirable organizations, and extremists. FBK will become the first organization to collect the full set of Putin’s repressive labels.

Of course, this is no cause for celebration. We understand perfectly how this system works. In the West, there will always be useful idiots and crooks on the Kremlin’s payroll who will repeat its propaganda in every language. They will do everything they can to make these labels sound legitimate. As a result, it will become harder for us to work with banks, international partners, and donors, and to prove that these designations are tools of political persecution rather than any real legal status.

But there’s a darker side to this. In Russia, being labeled “terrorists” means the state has given itself permission to destroy us. In the logic of the FSB and GRU, this designation gives a “green light” for any kind of “active measures.” Fighting “terrorists” is never punished in the Kremlin — it’s rewarded. Which means we’ll face more provocations, more attacks, and more threats.

Will this stop us? Of course not.

We are not terrorists. We fight terrorists — those who have taken an entire country hostage, who carry out nightly terror attacks against a neighboring nation, who send hundreds of thousands of men to die.

We fight the world’s number one terrorist and international criminal — Vladimir Putin and his party, United Russia.
