The Man Behind Max Is a Secret Billionaire

The Anti-Corruption Foundation has released an investigation into Russian Deputy Prime Minister Dmitry Grigorenko, the government official overseeing the rollout of Max, the Kremlin-backed messenger that Russians are increasingly being forced to use.

Grigorenko has spent his entire career in public service. Yet we found that his family controls assets and bank accounts worth around one billion rubles.

Grigorenko received a state-owned apartment after claiming that he needed better housing, even though his family already owned several properties. He later sold it for 134 million rubles and moved into a luxury residential complex.

We also found more than 300 million rubles in his wife’s bank account. His son, who earned less than 50,000 rubles a month as a lawyer, bought a mansion worth around 300 million rubles at the age of 19 and held another 267 million rubles in the bank.

The investigation also examines the wealth of Finance Minister Anton Siluanov and the family of Digital Development Minister Maksut Shadayev, both of whom report to Grigorenko.
