The Anti-Corruption Foundation (ACF) and Yulia Navalnaya are launching a major campaign against Vladimir Putin’s party, United Russia, ahead of the State Duma elections in September 2026.
Our goal is to shatter the myth of blanket public support for Putin’s regime and expose the truth about the party everyone calls the “party of crooks and thieves.”
There are no real elections in Russia—they are controlled by the Kremlin and exist to strengthen Putin’s hold on power. But the pre-election period is a rare moment when people think about politics and the future of their country. We will use this time to break through the information blockade and bring the truth to millions of Russians

We want to show that another Russia is possible — honest, peaceful, and free.
This campaign will be a long one. Putin has taken away all the tools a normal political campaign relies on: we can’t put up campaign stands, we can’t hold rallies, and many social networks are blocked. What used to take a week to reach voters will now take a month; what used to take a month will now take a year.
Support the projectYulia Navalnaya talks about the goals of the campaign and calls on everyone to join the fight for truth and justice.

Yulia Navalnaya is also releasing videos that look at the key areas of life in Russia and show, in simple and concrete terms, how deeply “United Russia” has harmed the country.
For years, the government has promised to improve Russian education: new schools, fair salaries for teachers, modern textbooks, and comfortable conditions for children. But a quarter century of policies under Putin and “United Russia” has led to the opposite — mass school closures, teacher shortages, unsafe buildings, and the transformation of education into a vehicle for state propaganda.

For years, “United Russia” has promised to “lift healthcare off its knees”: build new hospitals, raise doctors’ salaries, and ensure access to affordable medical care. In reality, for the past 25 years Putin and his party have only dismantled the healthcare system — depriving Russians of quality medical services and leaving medical workers without proper working conditions.

Owning a home in Russia has become a luxury. Apartment prices are rising faster than salaries, and mortgages have become unaffordable. At the same time, the authorities continue to report on “affordable housing” and support programs.
Hundreds of thousands of people live in dilapidated buildings, pay for unfinished apartments, or spend decades waiting in line to be resettled.

United Russia is a party that no one genuinely supports. Even on the inflated numbers from the state pollster VCIOM, its approval rating is only 32%. That means, by VCIOM’s own account, most Putin supporters do not actually back his own party.
In 2021, despite fraud and repression, millions of Russians voted for candidates recommended by Alexei Navalny’s “Smart Voting” strategy. It turned out Putin’s party was so unpopular that a simple recommendation from a man he feared to even name—the man he ordered to be poisoned and then jailed — was worth more and won more votes than the entire Kremlin administrative and propaganda machine.
We want to use the 2026 elections to show that millions of Russians do not support Putin or his party. We want to destroy the propaganda myth of “universal love” and remind people of United Russia’s broken promises—“protecting the people,” “raising family incomes,” and “improving housing conditions”—promises that led to war, poverty, and ruin our country.

We’ve launched a dedicated TikTok account to share the truth about “United Russia” on the platform most widely used by young people. The videos are already reaching millions.
Let’s do everything we can so that, in a year, everyone in our country knows and feels: no one chose United Russia. Let’s prove that another Russia exists—not Putin’s Russia; not submissive; not giving up.
